Analyze doc and video vs known greenops capabilities

Analyze our requirements based on video and doc and identify gaps vs what we currently know we can do from past greenops efforts

Focusing on CI/CD pipelines as POC, we have the following options for calculating energy:

1. EcoCI (https://github.com/green-coding-solutions/eco-ci-energy-estimation) - this is a comprehensive solution that handles all the calculations for us, giving us a bottom line energy and carbon. Pros: (1) No need to develop energy calculations, gather telemetry, durations etc. (2) was developed specifically for GHA servers (has their power curves) (3) already validated and has a decent user base (50 stars). Cons: by default it reports data back to EcoCI, which might be an issue. We can always eliminate that (it's open source) but will require some work.
2. Our Generic CPU IF plugin (Generic cpu if-plugins#1) developed for CarbonHack 2024. Pros (1) basically ready to use but: Cons (1) ... we need the power curves of GHA servers. We can take those from EcoCI?
