Update default policy to Ignore Identical Snapshots

This would prevent saving a new snapshot if it's identical to the previous one.

I feel like this should be the default?

You don't think people will be like "where are my snapshots from this evening?" if we make make it the default? I'm not against it, but that's just my first thought lol. I'll definitely add support for it
