[Phase 4] Add SVN, Jira, Mendix, and enterprise reporting

Goal

Support more realistic enterprise release environments beyond Git-only workspaces.

Scope

• working SVN adapter
• Jira integration
• Mendix warnings and higher-risk file detection
• stronger release reporting

Task Checklist

• implement and validate the SVN adapter behind the shared SCM contract
• design Jira integration boundaries and configuration approach
• add Mendix-specific warnings and high-risk file heuristics
• expand reporting to highlight enterprise release risks and exceptions
• document required credentials, limits, and supported workflows
• add test coverage for enterprise adapters and reporting logic

Acceptance Criteria

• SVN repositories can be detected and queried through the SCM abstraction
• Jira and Mendix support fit the existing safety-first model
• enterprise reporting surfaces risks clearly enough for release review
