[Card Bug] Clarion Conqueror tags mana rocks as blocked but they're still able to be used.

Actual behavior

User noticed that [[Clarion conquerer]] successfully tags mana rocks as blocked. But doesn't stop them from being able to be used.

Expected behavior

Clarion Conqueror should both tag activated abilities as blocked and prevent them from being activated while its replacement effect is active.

Steps to reproduce

Play Clarion Conquer with mana rocks or other mana-producing abilities on planeswalkers, creatures, and/or artifacts on the field.
