When servers or clients use chrony as NTP client/server the timesynch fails, reporting about 200ms wrong time, but in fact they are synchronised. I notice this on my servers, but the server of Phill switched to chrony and has the same time-synch-failure.
I think you are using an NTPd tool to compare the time, that doesn't not work with Chrony. You may want to look in support for both NTPd and Chrony.
