Cannot install Pickles.CommandLine v4

When installing/upgrading Pickles.CommandLine to v4 with

dotnet tool install -g Pickles.CommandLine

the command fails with:

The settings file in the tool's NuGet package is invalid: Settings file 'DotnetToolSettings.xml' was not found in the package.

Workaround: force the installation of the version 3.0.1

Tested under Windows/Linux
Installed dotnet Sdk version: 6.0.200

I get the very same error when building the following docker image:
