What to build

Add the missing playlist cover image endpoints so playlist management parity covers both metadata and artwork. This slice should include read and write support for playlist images where Spotify exposes them.

Acceptance criteria

• Public playlist service supports fetching playlist cover images
• Public playlist service supports uploading custom playlist cover images
• Tests cover observable request behavior for playlist image endpoints
