Refinable string only partly populating in seach results or filter after multiple re-indexs

Expected or Desired Behavior

Search Results and Filters to show all Refinable string returned from the search.

Observed Behavior

Results from the PNP Search webparts are not populating fully with items from the list it is searching. There are two refinable items that are only being shown for a few items. I believe it is an index issue, but the site has been re indexed at least three time now with a week in-between each re-index. The search query is looking though a single list the has a link to a file in a Document library, A choice field, and a text field the link and choice field are set to the refinable strings that are having the issue.

Using the SearchQueryTool items that do not show the Refinable strings in the filter or search result web part are not returning them in the query results. Has anyone had this issue before?

Steps to Reproduce

created list with link to item in document library, text and a choice field.
Create search page using search bar, filter, and results webparts from PNP.
Set definable strings to Choice and link fields.

If you set up the same scenario with classic web parts or test via search query tool, and results are missing, then it's not a web part issue and you need to file a support ticket.
