Provide Aggregated Jacoco Coverage Reports

### Expected Behavior
The Jacoco coverage details for all modules should be aggregated into one output.

### Current Behavior
No coverage reports are produced, just the data is collected

### Context
I am attempting to provide one output for all modules to provide detailed coverage results

### Steps to Reproduce (for bugs)
`./gradlew clean build`
