[Feature] Integrate OT Commissioner into Matter controller

Feature description

Currently we have built ot commissioner into chip-tool in project-chip/connectedhomeip#42992, but we disable OT commissioner for cross compilation as there are some issues for Cross compilation.

Will it affect on the chip-tool in TH? How do we build chip-tool in TH, will it use cross compilation?
