workspace-config conformance: bring watched repos to standard

Tracking the conformance pass for the fleet (the daily Fleet Config Audit in protoWorkstacean surfaces live status). At standard rollout, 0/10 active repos conformed.

Status

• protoMaker — gitignore beads.db (chore: conform protoMaker to workspace-config standard protoMaker#3777)
• release-tools — .beads + .automaker baseline files (chore: conform release-tools to workspace-config standard (files) #16); runner rule deferred pending the exception mechanism (see sibling issue)
• escape-from-qud — bare; run init-workspace-config, PR
• protoPatch — bare
• pwnDeck — bare
• contentMachine — bare
• protoCLI — 3 errors (audit for specifics)
• mythxengine — 2 errors
• protoAgent — 4 errors
• protoWorkstacean — 4 errors + its own workflows use ubuntu-latest (runner rule)

How

Per repo: clone, npx -y github:protoLabsAI/release-tools init-workspace-config, commit .beads/issues.jsonl .automaker/settings.json .gitignore, PR. The scaffolder is idempotent. Runner violations need per-workflow runs-on: edits (pending exception mechanism for legit hosted cases).

Candidate for crew dispatch now that these repos are in Quinn's review scope and the onboard skill applies the standard.

The scaffolder now narrows blanket .automaker//.beads/ ignores automatically (#22), so the remaining 4 are one-shot: clone, init-workspace-config, git add -A, PR.

Runner rule deferred on all — needs the namespace runner inventory + per-job migration to namespace-profile-protolabs-linux, with # workspace-config: allow-hosted-runner <reason> annotations (now supported, #20) for legit cross-platform/publish jobs. The daily Fleet Config Audit tracks all of this live.
