QA: incorrect timer showing on queued prop

this bug is not actually incorrect information (its showing the correct amount of time until the prop will expire post queing) -- rather its not showing the most helpful information for this QUEUED state. it should be displaying how much time is left in the queued buffer period (which i believe is 2 days for PA, but can be different for every dao) before it moves into the EXECUTABLE state
