They should fire a beam which inflicts damage over time. These weapons have a heat property and firing the laser produces heat which needs to be dissipated to the outside via a constant dissipation flow. Firing the weapon for a long time will eventually overheat it and result in temporary disabling it.

Lasers fire instantly: as soon as you fire it, the laser beam is active and inflicts damage. The damage is proportional to the input energy and maxed out via the maximal input power. To visualize this, the laser beam is faded proportionally to the input energy.
