Cudagraphs profiling is incorrect

CUDAGraphs are not compiled correctly by CUPTI, with the root cause appearing to be in CUDA itself rather than our code or integration. The purpose of this ticket is solely for posterity and tracking, as any resolution will need to come from the CUDA team and no immediate action is required on our end.

I know some issues were fixed in 12.6, might be worth checking whether these are just in 12.4 or if they also repro in 12.6+?
