[RFC] Remove deprecated tb_plugin submodule

Summary:

The tb_plugin submodule in Kineto has been labeled as deprecated for a long time, but the code has not yet been deleted. We continue to receive occasional PRs for this module, despite our intention not to maintain it further. To reduce maintenance overhead and clarify the status of this code, we propose to remove the tb_plugin submodule from the repository.

Background:

• The tb_plugin submodule was deprecated three years ago.
• Despite the deprecation label, the code remains in the repo, leading to confusion and sporadic PRs.
• The Kineto team does not plan to maintain or support this module going forward.

Proposal:

• Remove the tb_plugin submodule from the Kineto repository.
• Before deletion, we are opening this RFC to gather feedback and identify any remaining users or dependencies.

• If you are currently using tb_plugin, or if its removal would impact your workflow, please comment below.
• We will leave this issue open for feedback before proceeding with deletion.

Next Steps:

• If no major objections or use cases are identified, we will proceed with removing the code after the feedback period.
