The encrypted mailer should search for public keys for each of the emails in the mit keysever or keybase or wherever, and encrypt with that. Should it fall back to plaintext if the service can't find a public key?

No other mailing list that is part of a campaigning toolkit offers this and would be a major differentiator for Rabble Rouser.

That is big enough and separate enough, that I've opened issue #180 to track that feature.

Should it fall back to plaintext if [there's no cryptography key for one or more members]?

I think the answer to that should be no. It's a very bad security result to believe that a message was encrypted, if it's not; and a default fallback to plaintext makes a big risk that people won't notice the difference.
