Epic: Onboarding-as-Session — work-source-centric webui + self-evolving pipelines

Implements PR #1431 planning bundle. Hides pipelines behind work-source-centric webui, generates per-project .agents/* via Claude-Code onboarding session, self-evolves pipelines on judge signals with human-approve gates.
