Team ownership of skill packages

Background

Currently management of skill packages is entirely a system admin capability.

Requested Improvements

• Add a owner_id field to the skill-package table that denotes the team that owns the skill-package.
• Set the ownership of existing skill packages to be the 'system' team.
• Move the existing skill package editor out of 'system' area and modify so that team-admins can create/update/delete skill packages that belong to their team.
