Resize comp stutter

If resizing the window for an extended period of time, the Resize component wants to stop showing the loading icon and show the graph again, but continuing to resize will try to show the loading icon again, so it gets into a back and forth between the graph and loading icon

Fixed this in one of my branches, I'll PR this once Nancy's PR goes through.
