Github action to enhance the DevExp

As a part of the developer experience for each repo, we should provide a workflow template to enhance the contribution experience.
Example:

• If someone open an issue for the first time we should welcome him
• If someone open a PR for the first time we should welcome him
• Invite the contributors to join the discord community
• Close issue or PR that are inactives
• Each issue or PR open send a comment to link to the contritbuting.md
  etc...
