The Budget Tracker application allows the user to manage their funds. They will be able to keep track of each transaction online and offline. When entering transaction information offline, the user can switch online and the information will be saved.
Budget Tracker meets the following criteria:
GIVEN I am using the budget tracker app
WHEN I enter in a transaction name and amount
THEN I can choose whether to add/subtract those funds
WHEN I add/subtract the funds
THEN the total over time chart and total dollars update on the page
