I was not able to reproduce locally the error that hackage is reporting (seen here at the bottom of the page). It complains of a duplicate package name in the cabal file though I see this has been fixed (here). The git ref that the stack.yaml points to for rdf4h does not have this problem so I'm stumped as to how it caused a build failure on hackage. In any case, I created a PR to update the git ref for rdf4h to use current master.
The ask here is to fix version 0.3.8 of the package on hackage.
