npm: command not found

I would like to setup an angular deploy.
No matter the executor I select (shell or docker) I get the following output.

I'm not familiar yet what the best practice is for Angular projects.
Almost all project examples are Ruby based.

User gitlab_ci_multi_runner is also not a sudoer, so things like sudo npm install can not be done.
