CY27: revival — improve CI, switch to VS 2022, bump VisioAutomation2010 dependency

Planned revival pass for CY27, surfaced from the VisioAutomation Phase H1 portfolio audit (issue #152). Status in the centralized index: paused (currently dormant, but worth refreshing — the repo has 8 stars and the tools shipped a usable feature set).

Scope

• CI: add or improve a GitHub Actions build (subject to Visio dependency constraints).
• VS toolchain: switch project from older VS to VS 2022.
• Dependencies: bump the bundled VisioAutomation2010 NuGet to a current version.
• README: add a Status: line + brief description (per Phase H1).
