At the chapter page we have several options, that are repetitive and sometimes in a new and old format. We should clean this up having only some clean and straight forward options to determine:
Who can signup: Students/Pupils/Both/None
Current status of the chapter - starting, normal or a partner chapter?
There is even additionally the acceptsSignup: false option in yaml format on each chapter page.
