Build Notification Service from source via Workflow Plane

Demonstrate OpenChoreo source-to-deployment CI/CD using the Notification Service.

Acceptance Criteria

• Workflow configured
• WorkflowRun triggered and succeeds
• Container image is built
• Built image deploys automatically
• Time-box to 4 hours; if unsuccessful, stop and document the limitation
