The README includes a path to the scripts folder as ~/.serenade/scripts. This is fine for Linux (and I'm assuming mac?) but I would expect it's not correct for Windows machines. I'm only on linux so I can't confirm. Regardless, there should be a section on the readme under the install section that explicitly says:
The scripts folder is located at ~/.serenade/scripts on Linux machines, ~/.serenade/scripts on Mac and C:\Users\{USER}\.serenate\scripts (or whatever) on Windows.
