Investigate platform specific differences in terrain surface algorithm

Platform specific issues have been fixed for attenuate_all(), which is the 3D algorithm, but not for the attenuate_surface() terrain algorithm.

For now, not working to fix the attenuate_surface() platform issues, users who need consistency should use attenuate_all(). This is in the documentation.
