Remove archived pupmod-simp-ntpd from sync repolists

Summary

pupmod-simp-ntpd has been archived on GitHub, but it is still listed as a sync target in several puppetsync repolists.

• plus several dated/batch lists (some already commented out)

Recommend removing (or commenting) pupmod-simp-ntpd from the active repolists so puppetsync no longer targets the archived repo. This mirrors the prior archived-module cleanup.
