FPS related physics/timings mismatch

• overheat on sten/venom with 125 vs 250
• Box can not be climbed with 250 fps if out of stamina, very easy to reproduce with Panzer in hand too. This happens in multiple areas on maps, (e.g trying to climb over frostbite backwall)
