Modernize Eurybates #3
Description
Background
Eurybates is a library that is used to send messages to different ActiveMQ Queues to be consumed by different sets of consumers. Kafka was introduced but not utilized.
Requirements
- Upgrade Kafka dependency to Kafka-clients 0.8.2.1 (Our Version of Kafka)
- Upgrade SBT Build Plugins to Socrata Sbt Plugins
- Configuration should determine what type of producer or consumer is used
- The threading model should make sense
