MANIFEST.MF is empty, compile version of 1.6.3 incomplete?

Unable to setup using openjdk-11-jre

Upon looking at the MANIFEST.MF file, discovered it was empty:

Have also noticed the deb file is 1.5mb, vs 1.6.2 at nearly 30mb?
