Offline Support

With #138 (fixed in #139) , we got a spinner animation when the internet connection makes loading the next game quite slow. Yet, do (1) want to support playing the game offline and (2) how could we do so while also keeping the loading time low?

We could download the entire dict/{lang} folder (into local storage) and then check with the cache first prior to requesting it from the backend. But, would this fit into local storage?

In terms of the UI, how should this feature be presented to the user? By default, the language is not downloaded. One can actively request to download a certain language in a separate settings menu or some small icon on the flag?
