Project index stale after rate-limited run (CipherBid final video missing)

CipherBid is complete on its repository main branch, but projects.json still reflects the previous SHA and reports video=false.

The latest Index projects run, https://github.com/starkience/strk20-hackathon/actions/runs/33407608702, logged a GitHub API rate limit at 2026-08-31 15:22 UTC (reset 15:39 UTC) and then reused the last good data for the remaining projects. No later cron run is visible as of 15:57 UTC.

Could a maintainer please run the documented workflow_dispatch for index-projects.yml now that the limit has reset, so the final repository state is indexed before the deadline?

@starkience The repository contents API now returns CipherBid main SHA c71360b with demo_video=https://youtu.be/pYZk6KXko7o and five verified transactions. A manual Index projects dispatch should update the stale row; the prior rate limit reset at 15:39 UTC.

@starkience The 17:00 UTC cron window has also passed with no new Index projects run visible. CipherBid and Afterlight both remain stale despite complete public repository metadata; could you please dispatch index-projects.yml when available?
