Provider-side note for whoever runs the resolution runbook: the scout spec moved 1.9.10 → 1.9.13 on 2026-08-31 (after this issue's last drift run), so a re-baseline will pick up three intentional contract changes at once:

• 1.9.11 — routing vocabulary restored into five operation description fields (getPartners, getLeaderboard, getRfps, searchProjects, explainRepo). Measured driver: your discovery index embeds only summary+description, so vocabulary in x-routing never reached it. These are the changes your routing gate will want to look at.
• 1.9.12 — getPartners.accepting is now a two-valued filter (1 = accepting only, 0 = the complement; meta.filters.accepting echoes, null when omitted).
• 1.9.13 — new types enum value Yield on projects/search + leaderboard (yield/asset-management vertical; rows already tagged).

No shape or behavior changes beyond those. Happy to answer anything that comes up during the routing gate — and #109 (bare-name routing) is independent of this re-baseline.

Addendum to the note above: the root causes behind the two current scout exclusions are fixed in the live spec as of 1.9.13 — /api/verify's 200 response claim.type enum now includes issued (sls-077, our #1086 closed with live verification), and getQualityReport's x-routing keywords are narrowed to 8 self-referential source-calibration phrases with the broad trust/coverage/health terms removed (sls-078, our #1087 closed likewise). Both exclusions in src/policy/scout-exposure.ts are yours to revisit at re-baseline; no pressure either way — just flagging that the evidence they cite has moved.
