Could this be a proof of eventual something (e.g. convergence)?
What does it mean by reachability? Does the desired state have to be an end-state that there is no more out-going arc from there?
Or there is a path from the not-yet-consistent state getting to the consistent state?
Or the out-going arcs also point to states that satisfy the desired conditions?
