Feature: IDE - add the functionality for the toolbar

The primary IDE screen contains a tool bar that houses a hamburg, recent projects drop down, version control settings, window settings, quick run commands panel.

The ask for this issue is that we code all or partially all of the features seen here.

For the hamburger, a simple drop down will suffice containing options such as:

"New File", "Open Project", "Close Project", "Check for updates", "Settings" and so on.
