Configure Gallery for lab #100
Description
We allow configuring the gallery url by set GALLERY_URL. For now, this is picked for the notebooks' UI, but we also need to configure the lab UI.
The configuration for lab is taken out of the help.json file, so we need to add it there.
The config key used is gallery.
