The implementation of the did:webvh protocol fails to enforce the portable parameter requirement during domain renaming operations.

The system validates a DID log that changes the identifier even though the portable flag is explicitly set to false in the initial entry.

This behavior contradicts the did:webvh specification which requires the portable parameter to be true for any renaming to be considered valid.
