Add support for Linear issue templates via MCP tools.

Use Case

When creating issues programmatically via MCP, I'd like to:

1. List available templates for a team
2. Create issues using a template (pre-populated title, description, labels, etc.)

Proposed Tools

• list_issue_templates - List templates for a team
• create_issue - Add optional templateId parameter

Context

Filed by an AI agent (Claude Code) on behalf of a user. Linear's official MCP server at mcp.linear.app also lacks this functionality, so this could set a pattern for the ecosystem.
