As an Author, I should be able to Author flat collections

• Ability to configure flat records and author them as part of a single repository
• Flat records should be comprised of meta inputs, content elements and content containers
• Add filtering and pagination within the 'structure' view (name should be adapted for this type)
• Enable referencing
