cgroup_unsync-between-systemd-and-libvirtd

问题：
虚机启动时，虚机设置的quota是生效的，一段时间后，新启动虚拟机，会把原来虚机的那个设置清掉.

分析：
libvirtd和systemd之间缺少同步机制，对于cpu.cfs_quota_us等cgroup属性，systemd里面的值是默认值（-1），libvirtd里面的值是虚拟机xml中配置的值。
创建虚拟机时，systemd先创建出默认值（-1），libvirt再更改为xml中的值（此时使用的操作系统的cgroup文件接口，只更改了操作系统的内容，没有更改systemd的内容）。
此时systemd和libvirtd的内容不一致了。

用户程序又调用systemctl daemon-reload 此时，systemd有一个bug，没有对cgroup的几个文件序列化/反序列化，会导致重新初始化cgroup属性，
这样cpu.cfs_quota_us就被又被设置为systemd里面的值-1了。
