Specifying the license

Sine 33f7f49, Mar 13, 2019 the project indicated it used the Blue Oak Model License:

But since 8cc3914 on May 7, 2021 the file disappeared from the root dir.
Is it true that the project moved to BSD-2-Clause-Patent license?

I try judging by the package.yaml → ops/hpack/packages/cornea.yaml change.
