Python dependencies version conflicts

As of a6b4d3fd618469663079dbe69c58c468bc9dc351, when trying to run pip install -e ., there is a version constraint conflict:

ERROR: Cannot install tensorflow-data-validation and tensorflow-data-validation==1.17.0.dev0 because these package versions have conflicting dependencies.

The conflict is caused by:
    tensorflow-data-validation 1.17.0.dev0 depends on tensorflow<2.18 and >=2.17
    tfx-bsl 1.16.1 depends on tensorflow<2.17 and >=2.16

To fix this you could try to:
1. loosen the range of package versions you've specified
2. remove package versions to allow pip to attempt to solve the dependency conflict
