The 2011 precincts are available from the TLC's FTP as a shapefile: ftp://ftpgis1.tlc.state.tx.us/2011_Redistricting_Data/Precincts/Geography/
I've geojson'd and topojson'd them. Would you like a pull request to add them? The geojson is ~200 MB and the topojson is a much more reasonable 7 MB.
