Respect .tm_properties

Can we make TODO report respect exclude* & include* TM2 settings, I recommend it does behave exactly as search dialog so it does take settings in following order:
excludeInFolderSearch, excludeDirectories, excludeFiles, exclude then it does process includes in reverse order.

Right now when using projects TODO report shows me FIXES & TODOs from external, 3rd party modules and frameworks which sucks, because I only want to see my own!

This was part of the motivation for the "$TM_QUERY" tool.

The logic of the find dialog can be found here (glob_list_t) and here (reading the patterns).

@sorbits: Could you clarify please, how the $TM_QUERY tool relates to filtering of the todo list? Or in other words: Can $TM_QUERY be used to exclude todos from certain files in the todo list? How can this be done?

The tool available via the TM_QUERY environment variable can be used to
read settings from .tm_properties files.

If you want to filter out files then set the TM_TODO_IGNORE environment
variable to a regular expression. This is mentioned in TODO → Help.

Thank you, that's great!

~Note: Instead of setting an environment variable in e.g. ~/.profile, I added the following line to my project's .tm_properties file:

TM_TODO_IGNORE = 'node_modules|vendor|.*\.log'

...which works just as well, and enables me to share this configuration through git (or any other version control system).

=> Could you maybe update the documentation to be more specific about the fact that an "environment variable" can also mean a line in .tm_properties?

UPDATE: I am not sure if the above is correct. What I described seems to work only if the .tm_properties file is opened and visible. This needs further testing.
