feat(contract): dispute & arbitration flow for rejected submissions

Approval is owner-only; workers have no recourse.

Proposed solution

Add a Disputed state and a neutral arbiter resolution path.

Acceptance criteria

• open_dispute / resolve_dispute
• Tests for each resolution outcome
