add pre-packaged subdomain

# `add_subdomain_ml()`

1. Add the following file in the R folder (with apt unit test)
    * ml-entity-Task
    * ml-entity-SamplingScheme
    * ml-entity-Learner
2. Add the required packages to DESCRIPTION
3. Suggest the user run `devtools::document()`
