landscape: grid tiles disappearing

The %settings-store agent shuts down if you are running %garden from ~wannec-dozzod-marzod. The front-end can't get the tile order, so the entire list fails to render. The agent cannot be revived.

Ideal outcomes, in decreasing order of desirability:

1. We don't rely on %settings-store for tile order.
2. The tiles render in some default order if %settings-store is unavailable.
3. %settings-store doesn't shut down.
