[Feature Request] Add a --dev ( or similar ) parameter to show dists that have newer -DEV releases

I understand this may be hard to work out logistically, due to the absence of indexing of -DEV packages , but I think its doable.

At very least, you can resolve an indexed version of a module to a dist, then poke around for dists with the same name with a more recent release date with metacpan, or something like that.

( By -DEV packages I'm meaning I want to see x.yy_01 and x.yy-TRIAL )

Contrary to how most people think, cpan-outdated doesn't work by looking for new releases of local modules.

cpan-outdated gets the whole index from CPAN mirror first, then iterate all packages in it and compare against locally installed versions.

Unless we change that core, it's impossible to search for dev releases.
